A very corrupt office headed by a very corrupt officer is recognised by any one of the following

| Does not display any Citizen Charter |
| Will not have citizen friendly website |
| Harassed Honest Officials frequently transferred |
| Touts meet any new comer |
| Will not give any acknowledgement with office seal unless forcefully sought |
As per the above one has to conclude that most of the offices in Karnataka are headed by corrupt officers. In fact Karnataka is repeatedly ranked as one of the most corrupt states in the country, while Bangalore is identified as the Corruption Capital City of India
This is also in tune with the retired Chief justice of India Sri M.N.Venkatachaliah's statement reported in the media in the second week of Februaru 2010 that all the wings of Government in Karnataka are under the control of Mafia
